The National Accreditation Council approves teacher training programs based on the course structure and content proposed by the institution. Therefore, the courses taught by different educational institutions differ in terms of content and structure. For example, the course content of the Institute of Education Research at the University of Cape Coast differs slightly from the course structure and content of the Center for Continuing Education at the University of Cape Coast, and neither of these two programs corresponds to the content of the Council of Europe. But then all will be awarded a Basic Education (DBE) diploma for 3 years of training. The Centers of Excellence DBE and UTDBE four-year teacher diploma programs are the same, but not the same. The same applies to the two-year postgraduate diploma, the University of Cape Coast, the University of Education, Winnipah, and the four-year undergraduate program run by other universities. In fact, the product itself attracts the same customers, but the product is prepared in different ways.
Through these numerous programs, preschool teachers from kindergarten to high school are prepared. Teacher-prepared pathways or alternative programs are suitable when teachers are scarce and need to train more teachers in a very short time. A typical example is the UTDBE program above. It is designed to equip nonprofessional teachers with professional skills. But due to the lack of teachers, this attempt to increase teachers tends to understand quality.

If the goal is to fill empty classrooms, the problem of good teacher preparation somehow goes back into the background. In the selection phase, there are other ways to reduce the admission requirements for teacher training programs. For example, when the second group of UTDBE students are accepted, we can be confident that the requirements for admission to the Center of Excellence are not met. What has been confirmed is that the applicant must be a non-professional core teacher appointed by Ghana's Education Services and that the applicant has a higher certificate than the Basic Education Certificate Exam. It doesn't matter what rating you get. If this route had not been established, the Centers of Excellence would not have trained students who were not initially eligible to enroll in the regular DBE program. But it leaves a debilitating effect on endangered quality.
We have recently realized that even with our regular DBE program, the Centers of Excellence, in particular, does not attract highly rated candidates.
